Sejuani can move freely during Winter's Wrath. Both swings will strike in the cast direction, but their hitboxes follow Sejuani's movement.

The bola's base damage increases the further it travels, up to 150. If the bola travels before exploding it stuns enemies hit for 2 seconds. The bola shatters upon collision or reaching maximum range, creating a storm for 2 seconds, slowing other enemies by 30%. At the end of the duration the storm shatters the ground, deals 150 (+ 80% AP) magic damage and slowing by 80% for 3 seconds.
